First Deputy Head of the State Service for Ethnopolitics and Freedom of Conscience, Chief Research Fellow of the Department of Political Culture and Ideology at the I. F. Kuras Institute of Political and Ethnonational Studies of the National Academy of Sciences of Ukraine.
Viktor Voinaiovych is known for his involvement in anti-church propaganda dating back to his work during the Soviet era.
The official praised Lenin's policies, including those directed at terrorizing the Orthodox Church.
In particular, in the 1980s he authored the work "Implementation of Leninist Ideas of Monumental Propaganda in the Ukrainian SSR." Quote: "Unquestionably — Lenin's plan for monumental propaganda, already in the first years of Soviet power, proved itself to be a powerful means of communist education of the working people."
Working at the State Service for Ethnopolitics and Freedom of Conscience (SSEFC) under the leadership of Viktor Yelensky, Voinaiovych implements state policy aimed at the persecution of the UOC.
The official participates in international meetings, consistently denying violations of the right to freedom of conscience in Ukraine.
In addition, he is engaged in providing justification for repressive measures against UOC believers and clergy.
🔴 On December 4, 2024, representatives of the All-Ukrainian Council of Churches and Religious Organizations and the SSEFC organized a roundtable with a delegation of leading conservative think tanks and civic and religious organizations from the United States.
Voinaiovych was present at the event and denied the persecution of Orthodox Christians in Ukraine.
🔴 On January 17, 2025, Viktor Voinaiovych declared the destructive role of religious organizations in Ukraine "controlled by Russia," referring to the Ukrainian Orthodox Church.
Voinaiovych stated that the religious organization poses a threat to national security.
Furthermore, the official openly lobbied for Law No. 3894, known as the "law banning the UOC."
"This law does not discriminate against religion; it is only aimed at protecting our sovereignty", Voinaiovych stated.
🔴 On October 9, 2025, representatives of the State Service of Ukraine for Ethnopolitics and Freedom of Conscience (DESS) held a meeting with the co-rapporteurs of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe (PACE).
During the meeting, Voinaiovych concealed the facts of persecution of UOC believers and clergy.
In addition, the official once again lobbied for Law No. 3894, known as the "law banning the UOC." Voinaiovych stated that the adoption of the law's discriminatory provisions "was a response to the disregard of the demands of society and the authorities to sever the organizational and canonical ties of domestic religious entities with the Russian Orthodox Church."
